What is MM Lite API
Marketing Messages Lite API (MM Lite API) is an optimized version of the API for sending WhatsApp marketing templates. MM Lite was developed by Meta as a tool that reduces spam levels and helps companies deliver advertising content more effectively through optimized internal delivery.
This solution is ideal for mass marketing campaigns, promotions, new product notifications, etc. It uses the same template structure as the standard Cloud API — no need to create new templates.

MM Lite optimizes the sending process, reducing the number of undelivered messages. The system automatically increases the reach of templates with high engagement (opens, clicks). In January 2025, Meta conducted A/B testing in India on 12 million messages: delivery through MM Lite was 9% higher compared to Cloud API.
✅ Reduced risk of blocking for spam
Meta analyzes recipient behavior and does not send messages to contacts who have previously reacted negatively to marketing communications. In such cases, the message in the chat is displayed as a sending error, and funds are not deducted from the balance.
✅ Improved metrics
Through WhatsApp Manager, companies receive detailed data on opens, reads, and clicks. Also available is a comparison of template effectiveness with similar templates in the region and recommendations for improvement in the WhatsApp Manager → Manage templates section.
✅ Automatic optimization of marketing template appeal
The system automatically improves the visual and textual parts of marketing messages without changing their content. Possible optimizations:
Image animation in header templates
Improved text formatting (removing extra spaces, correct highlighting, structuring)
Adding a header to the template - extracts keywords or phrases from your message to create a header for the main text and highlight important information.
What is the difference between MM Lite API and Cloud API
Both technologies are supported by Meta, and they can and should be used simultaneously, as they complement each other but serve different purposes.
MM Lite API — created exclusively for marketing templates and provides increased deliverability and improved metrics.
Cloud API — remains the primary tool for all other types of business messages (utility, authentication, service) and continues to work without changes.
You can continue sending marketing messages through Cloud API, however Meta will charge an additional fee of +7% for each marketing message after January 1, 2026. Therefore, enabling MM Lite API in your WABA account is a more cost-effective option.
MM Lite API Usage Recommendations
To increase the effectiveness of marketing campaigns, follow these recommendations:
1. Send messages only to users with explicit consent
As with Cloud API, marketing templates can only be sent to customers who have given explicit consent to receive messages. This reduces the risk of spam complaints and helps avoid WhatsApp number blocking.
2. Avoid irrelevant or intrusive campaigns
When working with MM Lite, audience engagement plays a key role. The more accurate, useful, and relevant your messages are, the higher the chance of getting access to higher sending limits.
3. Choose optimal sending times
Schedule campaigns during your audience's peak activity hours. This increases the likelihood of reading and improves campaign results.
4. Analyze and optimize template effectiveness
MM Lite API provides unique comparative metrics — you can see how your templates perform compared to similar templates in your region. Use this data to improve message content, structure, and presentation, increasing engagement and conversions.
Geographic Restrictions of MM Lite API
Some MM Lite API features are restricted depending on the country due to Meta's policies and local legislation.
European Economic Area (EEA), United Kingdom, Japan, South Korea
Delivery optimizations do not work.
Click and conversion metrics are not available.
Metrics are not displayed in Ads Manager.
As with Cloud API, conversation metrics are available through WhatsApp Manager on the "Conversations" page.
Limits on the number of marketing messages "per user" in these countries are not applied, so the absence of optimization does not affect delivery.
United States
As of April 1, 2025, marketing messages sent to WhatsApp users in the United States are not delivered (error 131049). This restriction applies to all Business Messaging APIs, including Cloud API. US business numbers can continue to send marketing messages to users outside the United States.
Russia
Businesses from Russia can use MM API with some exceptions:
Delivery optimizations are unavailable if:
The business profile is registered in Russia,
or the payment method has a Russian address.
Click and conversion metrics are unavailable for messages sent:
from Russia,
or to users in Russia.
Metrics are not displayed in Ads Manager.
As with Cloud API, conversation metrics are available through WhatsApp Manager → Conversations.
